"It is extremely difficult to believe that the Islamic State (IS) had the capacity to carry out the attack on a concert hall in Moscow that killed at least 140 people."

Russian officials have repeatedly cast doubt on Western intelligence claims that IS was responsible for the attack, although the group itself has claimed responsibility.
