Zakharova: It is hard to believe that IS is behind the attack in Moscow

"It is extremely difficult to believe that the Islamic State (IS) had the capacity to carry out the attack on a concert hall in Moscow that killed at least 140 people."
This was stated by the spokeswoman of the Russian Foreign Ministry, Maria Zakharova, the Guardian reported.
Russian officials have repeatedly cast doubt on Western intelligence claims that IS was responsible for the attack, although the group itself has claimed responsibility. Instead, they assumed that Ukraine and Western countries, including the US and the UK, played a role in it without providing any evidence.
Ukraine has rejected Russian accusations of involvement in the attack. The US and France said they had intelligence confirming that IS was behind the attack.
