According to Ukraine's top military commander, it has established a military administrative office in Russia's Kursk region, where the surprise invasion of Russian territory continues.
General Oleksandr Sirski said the service would "maintain law and order" and "meet the immediate needs" of the population in the area.
In a video posted on social media, General Sirsky is seen telling a meeting chaired by Ukrainian President Volodymyr Zelensky that the bureau was created "on the territories controlled by Ukraine."
Russian Defense Minister Andrei Belousov said Moscow would send reinforcements to "protect" the population in the region.
Ukraine claims further successes in its August 15 invasion.
Ukrainian troops are 35 km inland in the Kursk region, where they control 1,150 square km of territory, including 82 settlements, General Sirsky said.
Now in its tenth day, it is Ukraine's deepest incursion into Russia since Moscow launched a full-scale invasion in 2022.
But Kyiv has said it is not interested in "capturing" Russian territory
Instead, the incursion was an attempt to pressure Moscow to agree to "restore a just peace," Ukrainian Foreign Ministry spokesman Tychy told reporters.
In connection with the Ukrainian invasion, Russian officials have prepared plans for "additional measures" to protect the population and infrastructure in the areas bordering Ukraine.
According to a video posted on the Russian Defense Ministry's Telegram channel, the measures include improving "troop management" in Belgorod Oblast, which borders Kursk.
Interfax news agency reported that the plan will also apply to Kursk and Bryansk regions. All three border Ukraine.
Russia has declared a state of emergency at the federal level and in the Belgorod region. On Monday, 11,000 people were evacuated from the Krasnaya Yaruga district of Belgorod, according to Russian state news agency TASS.
