"Delaying the delivery of air defense systems will allow Russian missiles to strike more targets, and delaying the delivery of ammunition will allow Russia to apply pressure along the front line," Stoltenberg said.
"Ukraine simply cannot wait. It needs air defenses, ammunition and help now."
Last week, NATO countries promised they would review their stockpiles after Kiev asked for more Patriot air defense systems capable of shooting down Russian ballistic missiles.
Moscow has stepped up its aerial bombardment of Ukraine's infrastructure in recent weeks, with President Volodymyr Zelensky saying the Kremlin was aiming to drive people out of the second city of Kharkiv.
Kiev's desperate appeals for new support come at a time when its outnumbered forces are struggling to contain the Russian military on the front line.
