Arriving at the summit in Brussels, European Council President Charles Michel said he expected leaders to show they were united.
"We will discuss the economic situation, we will hold the euro summit - it is very important for all of us to make sure that we have European competitiveness, that we are able to protect our jobs across the EU, to grow our economies, to use the amendment of climate and digital transformation as a tool, as a strategy for greater growth.
The leaders will also discuss Ukraine, he said.
We are determined to reiterate and remind that our support for Ukraine is unwavering for as long as necessary.
The Western Balkans, the Sahel and migration are also on the agenda, Michel said.
He said there is broad support for financial aid to Ukraine. Asked about Hungary and Slovakia, which have qualms about funding Kiev, the Council chief said the EU must ensure that decisions are taken by consensus and that the function of summits is to ensure that leaders persuade, argue and finally find unity. /BGNES
