Joe Biden will announce his plans to reform the US Supreme Court on July 29, Politico reported, citing sources familiar with the matter. The US president will support term limits for judges and changes to the ethics code.
Earlier, Biden said in an Oval Office address that he would call for court reform.
He is also expected to seek a constitutional amendment to limit the immunity of the president and other officials. According to a July Supreme Court ruling, "Presidents enjoy broad immunity from prosecution."
Biden will make his announcement in Texas, and specific proposals may change.
Justice Elena Kagan became the first member of the Supreme Court to publicly call for strengthening the new ethics code by adding methods to enforce it.
"Rules usually have enforcement mechanisms, and this set of rules does not," Kagan said at the annual judicial conference a few days ago. It was attended by more than 150 judges, lawyers and others.
The court has been considering adopting an ethics code for several years, but the effort took on added urgency after it was reported last year that Justice Clarence Thomas failed to disclose luxury trips he took thanks to a major Republican donor. | BGNES
