This was stated by the Gaza Civil Protection Agency, reported AFP.
Mohammed al-Mughayir, a senior official at the agency, said 21 people were killed in an "occupation strike targeting the tents of displaced people west of Rafah".
The Palestinian terror group Hamas also said the Israeli strike had killed "dozens of martyrs".
An Israeli strike on May 26 set a crowded camp in Rafah on fire, killing 45 people and sparking global outrage.
Earlier this month, Israel launched an assault on Rafah, dismissing fears for the safety of the 1.4 million Palestinian civilians then sheltering in the city.
Since then, about one million civilians have left the city, the UN Refugee Agency (UNRWA) said.
Israeli forces also captured the Palestinian side of the Rafah border crossing between Egypt and Gaza./BGNES
