"The decisions of the Central Election Commission (CEC) are correct and legal". This was stated by the Chairperson of the CEC, Kamelia Neikova, at a briefing in the National Assembly, BGNES reported.
Neikova emphasized that, according to Supreme Administrative Court (SAC), the competent authority for the verification of voting machines is the Minister of e-Government, and not his deputy. "The CEC complied with the law. The CEC is in correspondence with the Minister of e-Government, the Bulgarian Institute of Metrology and the Bulgarian Institute for Standardization, we have requested information on the actions to fulfill the requirement of the law, as well as the instructions specified in the grounds of the court decision. We have required a compliance verification methodology. In order to have a machine vote on Sunday, there needs to be a legal procedure to authenticate the machines
Let everyone do their work calmly, so that the elections on November 5 can be organized without unnecessary tension, Neikova urged.
The CEC applies the law according to the exact meaning of the provisions of the Election Code. From now on, we are waiting for the competent authorities to fulfill their obligations as required by law. It all depends on when the three institutions will do all the actions so that we have a lawful legal procedure and a lawfully done machine vote. This should be done immediately in order to organize the vote on Sunday, Neikova said. There will be a trusted source code build. This does not mean new software, but it means a new procedure and a new hash code that will be generated as a result of this procedure, Neikova pointed out. /BGNES
