"I accept the establishment of the Association of Serbian Municipalities (ASM) in Northern Kosovo, but only as part of the package to normalize relations between Serbia and Kosovo with mutual recognition."
This was stated by Kosovo Prime Minister Alabin Kurti in an Al Jazeera documentary dedicated to the construction of Kosovo.
“Obviously, ASM is something I inherited from my predecessor. However, it is now part of the Basic Agreement (signed in Brussels in 2013 - note ed.). Article 7 states that "ASM shall be self-governing". On the other hand, Article 10 states that "all previous agreements must be fulfilled". So I do not deny it, but only as part of the package to normalize relations between Serbia and Kosovo with mutual recognition. As a package I said yes, Kurti stated.
In the same interview, he pointed out that he is not "only the prime minister of the Albanians".According to him, 62% more funds are allocated from the central level to municipalities with a Serbian majority.
"We have a 93% Albanian population, but I am not only the prime minister of the Albanians. We have 4% Serbs and we have 3% other minorities. They have reserved seats in our parliament. Our parliament has 120 seats, 10 are reserved for the Serbian minority and 10 for other minorities. Serbian is the official language throughout Kosovo, at all levels of administration, and 10 of the 38 municipalities have a Serbian majority. We have allocated 62% more budget funds from the central level to municipalities with a Serbian majority. We have this positive discrimination, positive action for the Serbs in Kosovo to integrate them, and in this regard we have to fight the violence of Serbia," added the prime minister. | BGNES
